PCRB Rating Values

Rating values are used by underwriters, actuaries, and IT professionals to price policies, apply loss costs and rates, and load rating information into internal systems. This page provides direct access to the current and historical rating values filed by the PCRB, including loss costs, miscellaneous rating values, and Experience Rating Table B.

The Code 817 rating value has been revised to $7.06 and the Code 828 rating value is $7.78. Code 861, Automobile Dismantler/Nonferrous Scrap Dealers has been merged to Code 859, Nonferrous Scrap Metal Dealer. Code 863, Paper Shredding – By Specialist Contractor has been merged into Code 862, Recycling Center. Code 4775, Cartridge Loading or Charging and its catastrophic loading class Code 0775 have been merged into Code 4771, Explosives or Ammunition Mfg., N.O.C. and Code 0771 respectively. There is no change in the approved April 1, 2010 Code 859, Code 862, Code 4771 or Code 0771 rating values associated with these classification mergers. A selected set of “grouped” temporary staffing classifications (Codes 544, 682, 929, 937 and 947) has been discontinued and replaced by an expanded number (ten) of temporary staffing classifications described as “exposure groups.” The new temporary staffing classifications are numbered from Code 520 through Code 529 consecutively. The mapping of direct employment classifications into each of the new temporary staffing classifications will fall within a much narrower direct employment classification rating value range than has been the case for the five discontinued temporary staffing classes. These employers’ entire payroll is now subject to Code 818. The approved PCRB December 1, 2009 Code 818 loss cost is $1.39. Code 819 has been retitled to “Mobile, Self-Propelled Equipment Salesperson” and its loss cost value has been revised to $0.68 because of the Code 818 revision. The classification applicable to snow plowing has been revised from Code 601, Road Construction to the employer’s governing classification. The Manual language for Code 935, Lumber and/or Building Materials Dealer has been clarified to show the Code 855, Lumber and/or Building Material business must fulfill multiple enterprise criteria in order to also have Code 935 assigned. There are further housekeeping revisions to the scope of twenty-seven classifications (including Codes 005, 012, 028, 606, 607, 951, 970 and 981) and various additions, changes or deletions to the Underwriting Guide.

In addition to revisions to rates for these federal classifications, the USL&HW coverage factor reflecting differences in benefits between Pennsylvania workers compensation law and the USL&HW Statute changed effective December 1, 2000 from 1.995 to 1.787.

In addition, the following new field of business classification codes were established effective December 1, 1999 and thus appear in this schedule of loss costs and manual rates for the first time: 465, 891, 892, 893, 894, 896, 897, 898 and 899. Experience Rating – Table B

Table B contains the statewide Expected Loss Rates used in the PCRB Experience Rating Plan. These values are used by actuaries, underwriters, and premium auditors in experience modification calculations. Table B shows expected loss ranges and the associated credibilities, accident limits, and limit charges.
