About Us

With over 110 years of experience, the PCRB plays a critical role in supporting the Pennsylvania & Delaware workers’ compensation system by providing data, insights and solutions to ensure equitable pricing structures, and promote workplace safety through.

Trusted, Essential & Objective

The Pennsylvania Compensation Rating Bureau (PCRB) is the trusted, essential, and objective source of actuarially based research, data, and analysis that supports a strong and stable workers’ compensation system across the Commonwealth.

Established in 1915 and headquartered in Philadelphia, we operate independently on behalf of more than 400 member insurance carriers, delivering insights and services that improve outcomes for insurers, employers, policymakers, and workers.

Our Role in the System: We are one of several organizations that safeguard Pennsylvania’s workers’ compensation system. While the Bureau of Workers’ Compensation within the Department of Labor & Industry oversees claims administration and compliance, PCRB focuses on the research, data collection, and actuarial analysis that underpin fair pricing and system stability. Together, these complementary roles ensure that insurers, employers, and policymakers have the guidance, tools, and oversight needed to keep the system strong and sustainable.
