PCRB oversees the certification framework and credit application rules, helping ensure credits are applied uniformly and appropriately. The result is a program that incentivizes safety investment, supports loss reduction, and strengthens long-term system stability for employers, carriers, and injured workers alike. 

Act 44 of 1993 mandated that the Department of Labor and Industry develop certification criteria for the operation of safety committees.
